Description
The Health and Safety Manager in the oil and gas industry is a pivotal leadership role responsible for developing, implementing, and overseeing health, safety, and environmental (HSE) programs and initiatives. This role uniquely combines HSE expertise with proficiency in lifting and rigging, logistics operations, and equipment safety to ensure the well-being of personnel and operational excellence.
Key Responsibilities:
HSE Program Development:
- Develop and maintain comprehensive HSE programs, policies, and procedures tailored to the specific needs of the oil and gas industry.
- Ensure that HSE programs align with industry regulations, standards, and best practices.
Compliance Management:
- Stay updated on HSE laws, regulations, and industry standards, and ensure the organization's compliance with all relevant requirements.
- Conduct regular audits and inspections to assess compliance and identify areas for improvement.
Risk Assessment and Mitigation:
- Lead and facilitate risk assessments and hazard analyses, with a strong focus on lifting and rigging, logistics operations, and equipment-related risks.
- Develop and implement mitigation strategies specific to these areas.
Safety Training and Education:
- Develop and deliver HSE training programs that address lifting and rigging, logistics operations, and equipment safety, ensuring all personnel are adequately trained.
- Promote a culture of safety through specialized education and continuous improvement initiatives.
Incident Investigation:
- Lead investigations into incidents, accidents, and near-miss events, focusing on lifting and rigging, logistics, and equipment-related incidents.
- Identify root causes and implement corrective and preventive actions, emphasizing technical aspects.
Equipment Safety and Management:
- Oversee equipment safety procedures and protocols, ensuring equipment is maintained, inspected, and operated safely.
- Collaborate with technical teams for equipment safety enhancements.
Documentation and Reporting:
- Maintain accurate records of HSE activities, incidents, inspections, training sessions, and equipment-related data.
- Prepare and submit specialized HSE reports with a technical emphasis to regulatory authorities and senior management.
Budget Management:
- Manage the HSE budget, allocating resources to enhance lifting and rigging, logistics, and equipment safety.
- Prioritize cost-effective solutions while maintaining high safety standards.
Stakeholder Engagement:
- Collaborate with internal and external stakeholders, including regulatory agencies, emphasizing technical expertise to build positive relationships and promote HSE best practices.
Requirements
Qualifications and Requirements:
- Bachelor's degree in a relevant field such as occupational health and safety, environmental science, or engineering; master's degree or relevant certification.
- Extensive experience in HSE management within the oil and gas industry, with a strong technical background.
- In-depth knowledge of HSE regulations, standards, and best practices, with specialized expertise in lifting and rigging, logistics operations, and equipment safety.
- Strong leadership, communication, and technical problem-solving skills.
- Proficiency in conducting technical risk assessments and incident investigations.
- Computer literacy with knowledge of HSE management software.
- Physical fitness and the ability to perform field visits and inspections.
