PURPOSE OF THE POSITION:

Responsible for Human Capital strategy formulation and accountable for the execution thereof, to achieve the business strategic objectives in line with the O&L People Strategy.


QUALIFICATIONS & EXPERIENCE

  • Post Graduate Degree in HR Management or Industrial Psychology with 6-8 years relevant experience of which 3 years is at management level.
  • Knowledge of the Namibian Labour Act, VET Levy Act, Employment Services Act.
  • Knowledge of Payroll practises, budget preparation, strategy preparation as well as Manpower Planning.
  • Knowledge of Talent Management, Remuneration and Employee Engagement best practices.

KEY ACCOUNTABILITIES

STRATEGIC HUMAN RESOURCE MANAGEMENT

  • Provide input to the organizations strategic plans at senior management level.
  • Manage change management processes at Senior Leadership level.
  • Strategic focus, management & execution of the OpCo Great Place to Work (GPTW) Key Focus Areas.
  • Facilitate effective inter- and intra-departmental relationships/dialogue to foster professional and high-quality HR support.
  • Interact on SLT level to facilitate the identification of HR priorities and initiation of actions to address these priorities.

RESPONSIBLE FOR MANPOWER PLANNING, RECRUITMENT & ONBOARDING

  • Develop & manage manpower plans, budgets & structures in line with operational requirements on an annual basis.
  • Manage the execution and compliance of the Recruitment and Onboarding policy and procedure in the company.
  • Implement best practices to ensure effective and efficient delivery of Human Capital Services.

TRAINING AND DEVELOPMENT

  • Ensure that the annual Training Needs Analysis are conducted in consultations with all departments and facilitate the process of creating growth plans for identified positions and persons on development & succession plans.
  • Compile an annual Training Budget and Plan derived from the TNA conducted and from MGPs and development/growth plans submitted.
  • Manage and execute the Talent Management strategy and process as guided by the O&L Group Strategy and Group Manager Talent.
  • Ensure submission of the annual VET levy claims through the NTA Levy system, as required for the necessary refunds.

HUMAN RESOURCES MANAGEMENT

O&L People Strategy

  • Manage and coordinate the implementation & execution of all the elements in the O&L Group People Strategy.

Organizational Design & Development

  • Develop operational partnership with line management to identify and develop initiatives that will foster organization effectiveness and address operational goals and needs.

O&L Employee Recognition Program

  • Oversee the Employee of the Month & Value Star Program by ensuring that the program coordination takes place effectively within the OpCo.
  • Oversee the organization and coordination of the Annual Awards Ceremony, MDs/MP Roadshow, Year-End functions; Open Forums, etc. within the OpCo.

Performance Management

  • Ensure the effective implementation, execution, and maintenance of the PM philosophy and procedure.

Employee Engagement Initiatives

  • Manage & implement all EE Strategies and initiatives as per the O&L Group People Strategy and as guided by the Group Manager Employee Engagement.
  • Manage & implement the OpCO specific EE activity plan.

MANAGE HC DEPARTMENTAL BUDGET AND COST CENTRE

  • Manage and maintain assets for the HC Services unit & p repare annual budgets for HC Services cost centre.

ANNUAL AA REPORT AND 3 YEAR PLAN

  • Responsible for the OpCo AA report & 3-year plan by executing the related actions throughout the reporting period in terms of statistical Reports and other requirements.

HC REPORTING

  • Responsible to compile and submit all reports related to SLT, BLR, HC Managers, Sustainability, Group HC, etc. meetings/forums respectively, as per request and deadline.
  • Present monthly reports to Line Managers in terms of Recruitment, Onboarding, T&D and HC projects & focus areas.

EMPLOYEE RELATIONS

  • Oversee the ER process in the OpCo and assist & advise where necessary, always ensuring a fair & consistent process.

HUMAN CAPITAL PROJECT MANAGEMENT

  • Responsible for the integration of all Human Capital related activities for all new, merged or acquired businesses.
  • Assist with general project management of other Group HC projects as and when needed.
