PURPOSE OF THE POSITION:
Responsible for overseeing the groupwide payroll function ensuring compliance to statutory requirements, and delivering consistent, breakthrough services to all O&L employees and stakeholders with their varied requirements. Supports breakthrough data driven decision making by understanding the O&L culture, the business needs, and the data available to the group, at the same time ensuring that the systems are relevant, set up and maintained correctly and in compliance with statutory requirements .
QUALIFICATIONS & EXPERIENCE
- A Degree in Accounting, Finance or similar with 7 years of relevant experience - working with both payroll and time and attendance systems.
- SAP and SuccessFactors experience would be an advantage.
- Thorough understanding of the various relevant acts and legislative requirements.
- Expert-level Excel skills.
- In-depth understanding of system requirements and back-end configurations.
ADDITIONAL REQUIREMENTS
- The successful candidate will be subjected to an ITC search and must provide proof of police clearance that is not older than 6 months.
KEY ACCOUNTABILITIES
Executive & O&L Centre Payroll Processing
- Manage the end-to-end payroll process.
- Authorize and manage employee loans/salary advances in accordance with policy.
- Authorize deductions of loans of external service providers and statutory deductions as per legislation.
- Manage all remuneration and benefits within the framework of policies.
- Monitor and control employee master records on SAP.
- Verify the monthly variance report and submit month-end reports to finance.
- Oversee payroll compliance and controls.
- Provide advice on complex payroll issues e.g., taxation legislation, and commission payments.
- Resolve out-of-balance accounts, errors, and payment queries, to ensure the payroll runs accurately and on time.
- Upload the relevant monthly ETX files on ITAS (NAMRA).
- Do 3rd Party payments.
Payroll Operations
- Oversee payroll inquiries to ensure consistency and timely, equitable. and courteous resolutions.
- Provide leadership to the payroll team regarding payroll processes, issue identification and resolution.
- Drive the resolution for technical, system, or other payroll challenges.
- Interpret statutory and non-statutory benefits and ensure correct taxability across OPCOs and proper record-keeping thereof.
- Establish and implement new procedures and system adjustments as dictated by issues and controls needed for sustainability.
- Identify and implement payroll process improvements and best practices, driving improved employee experiences and eliminating unnecessary payroll errors.
- Develop plans to measure the success of procedures implemented.
- Maintain ongoing collaboration with cross-functional teams.
- Ensure all Payroll related SLAs with the OPCOs are honoured.
- Exercise sensitivity with all levels of individuals, teams, and managers across the OPCOs while balancing competing priorities and deadlines.
- Empower the payroll fraternity to coach all stakeholders on payroll policies and procedures to ensure smooth ongoing payroll operations.
- Provide training on systems/processes to the relevant stakeholders.
- Maintain knowledge of payroll-related rules and laws that govern payroll administration practices and ensure that these are communicated to and adhered to by the O&L payroll fraternity.
- Partner with the O&L payroll fraternity to prepare relevant reports.
- Review and document payroll processes when necessary.
- Support management on structural policy matters related to payroll and payroll systems.
HR/Payroll System
- Develop system reporting to provide relevant and timely data, analyses and metrics to assist the various stakeholders in critical business decisions.
- Monitor system reports and proper notification of problems or errors.
- Take ownership of the relevant HRIS (payroll system), ensuring strong communication with the business and its stakeholders as required.
- Apply a root cause/preventative solution methodology, escalate issues and communicate the status of deliverables to leadership.
- Assist in project managing the implementation of further system rollouts and developments and lead system changes together with the SAP team.
- Provide guidance through the development of comprehensive process documents and support the delivery of training in payroll systems and processes.
Governance
- Assist in responding to internal and external payroll audit requirements across OPCOs.
- Develop a yearly internal payroll audit plan.
- Ensure the HRIS (payroll system) is compliant with data protection laws.
- Resolve legal and compliance issues regularly by developing a network of resources, both internally and externally and ensure proper record-keeping of decisions.
- Assume responsibility for the data integrity of the payroll system and ensure the accuracy of employee information, cost centers etc.
- Foster a strong awareness of data privacy, confidentiality, and fraud awareness.
Rewards Support
- Assist the rewards function in positioning strategic employee benefit proposals to relevant forums for consultation and approval.
- Aid in negotiations with internal and external benefit providers where necessary.
- Assist the rewards function in analysing and reporting on salary spent, anomalies, benefits management, and trends and how these impact the Human Capital metrics (Turnover, Performance, etc.) when necessary.
Other Accountabilities
- Perform all other duties as assigned with a willingness to adapt to changing function demands, including HRIS (payroll system) related projects, implementing payroll-related programs and other efforts.
- Serve on internal committees as required ie. Payroll Steering Committee.
- Ensures that appropriate change management interventions are adopted for the implementation of new payroll initiatives, products, policies, practices, systems, and processes.
