Debmarine Namibia requires the services of a Chief Navigating Officer. Primary purpose of the job is to lead the deck department in maintenance and safety activities and ensure the safe navigation of the ship during watchkeeping. The incumbent will be required to spend a minimum of 28 days at sea followed by a maximum of 28 days ashore.

Specification

KEY PERFORMANCE AREAS:

  • Deck Operations
  • Conduct regular life raft and fire drills to ensure initiation and maintenance of safe practices, training of personnel in safety matters and maintenance of equipment.
  • Provide leadership to Deck Fire Attack and Oil Spill Response team.
  • Monitors compliance on the vessel to all safety and legal conditions by regular inspections, thus ensuring that the ship is prepared for regular and unscheduled surveys.
  • Conducts SHES audits as required and conducts on-board SHE meetings.
  • Maintains and updates the on-board Safety, Health, Environment and Security System and ensure all incidents are properly logged and statistics monitored and updated.
  • Appointed ISPS Ship Security Officer.
  • Reports to the Master on all matters concerning health, morale, safety and discipline.
  • Responsible for and directs the training of Deck Officers, Deck Cadets, Deck Ratings and reports progress to the Master.
  • Checks, by means of regular inspections, that the accommodation, living and working conditions are maintained to Company standards and legal requirements.
  • Responsible for the operation and use of the rescue boat.
  • Responsible for the planned maintenance of Deck Operational Equipment and for ensuring the proper use thereof.
  • Responsible for preparing the vessel for Class and Statutory surveys and audits
  • Responsible for vessel stability and report to Master the status of the vessel stability
  • Acts as Helicopter Landing Officer as required.
  • Formulates, implements and maintain Standard Operating Procedures.
  • Conducts inspection and ensures that the vessel is seaworthy, and all items properly lashed and secured as required.

Watchkeeping

  • Navigate and accurate positioning of the vessel for effective mining.
  • Adheres to all legal navigational requirements and ensure that all relevant documentation is completed.
  • Monitors radar, radio communications, weather, visual, traffic helicopter operations, drilling operations and other factors so as to ensure effective navigational watch keeping and mining operations.
  • Assesses situations whilst on watch and takes appropriate action or refers issues to the Master.
  • Controls the safe and seamanlike handling of the ship when on duty.
  • Heading of the deck department aboard ship and is the Masters deputy when watch keeping at sea or when on duty in the harbour, in absence of the Master.
  • Inspects all bridge equipment regularly to ensure that it is in proper care and operational.
  • Maintain and document daily hours work as per STCW.

KEY COMPETENCIES REQUIRED:

  • Marine Engineering, Diamond Mining Process and Equipment, Namibian Merchant Shipping Act, Planning and Organising, Adapting and Responding to Change, Deciding and Initiating Action, Leading and Supervising, Working with People, Adhering to principles & values, MS Office Applications software, experience with the SAP system

Requirements

MINIMUM QUALIFICATIONS:

  • S4 Higher National Diploma in Maritime Studies
  • Valid Certificate of Competency as Chief Mate or Equivalent
  • Valid GMDSS Certificate
  • Valid Ancillary courses
  • 5 years as 2nd Navigating Officer, preferably with some experience on a production /
  • prospecting vessel.
