Visions Consulting was appointed by the Business and Intellectual Property Authority (BIPA) to independently facilitate and administer the executive recruitment process in compliance with company policy and governance principles. BIPA was established as a juristic person in terms of section 3 of the BIPA Act, 2016 (Act No.8 of 2016) to improve service delivery and ensure the effective administration of business and intellectual property rights, and hence BIPA was established as the focal point for the registration of

business and industrial property. BIPA is a public enterprise as defined in the Public Enterprises Governance Act, 2019 (Act No. 1 of 2019) and is classified as a Tier 2 public enterprise.

Purpose of Position



The Chief Executive Officer (CEO) is responsible, together with Board of Directors and Executive Team, to provide visionary leadership, strategic direction, overall management of BIPA, towards achieving effective governance and performance excellence in accordance with the organisation's strategic goals and objectives.


The CEO should drive growth, innovation, and sustainability while ensuring alignment with the vision, mission and core values of the organisation.


Key Accountabilities and Responsibilities

  • Lead the Authority as the central regulator for business registrations, administration, and protection of industrial property in line with the Industrial Property Act, 2012 (Act No.1).
  • Perform the functions of the CEO as fully set out in Section 16(5) of the Business Intellectual Property Act, 2016 (Act no. 8 of 2016).including the proper and diligent implementation of and compliance with the Public Enterprises Governance Act, 2019 and the BIPA Act.
  • Ensure financial management and sustainability of the Authority.
  • Ensure corporate governance in line with best practices.
  • Provide strategic leadership and oversight in the following areas, legal and compliance, finance, corporate services, information and communication technology, human capital and the marketing. corporate communication and client services functions.
  • Safeguard the business integrity of the BIPA and serves as ambassador of the company at all relevant national, regional and international forums.
  • Pursue and embody the vision of the BIPA and upholds the values of the company by creating a performance driven culture based on the company's core values.
  • Ensure the development and implementation of Integrated Strategic Business plan and Annual Business Plan in line with the Public Enterprises guideline.
  • Develop and implement relevant and appropriate financial. operational and risk management policies and procedures.
  • Ensures company sustainability through the implementation of adequate strategies, controls, standards and systems.
  • Appreciates the legal and regulatory complexities and frameworks, governing the BIPA and ensures compliance.
  • Build and nurture strong relationships with stakeholders, shareholder, business community and partners.
  • Oversee the development of research and innovation frameworks.
  • Oversee the development of a performance-driven organizational culture.
  • Ensure capacity building and succession planning frameworks to ensure business continuity in core functions and to build a leadership pipeline.
  • Promotes a conducive organizational culture for employee engagement to ensure BIPA becomes an employer of choice.

Education and years of Experience

  • A Master's Degree in Business Management/Administration,
  • Commerce, Law or related field, recognized at NQF Level 9.
  • Additional qualifications or certifications in Intellectual Property
  • Law or Management will be considered an added advantage.
  • At least ten (10) years public or private sector management experience of which five (5) years should have been at
  • Executive level. Exposure to the business and intellectual property registration milieu will be an advantage.

  • Certified copies of the highest academic qualifications attained.
  • Foreign qualifications must be evaluated by the Namibia Qualifications Authority (NQA) and proof of evaluation of qualification should be attached.
  • Certified copies of Identity Documents and all other supporting documents.
  • A Certificate of Conduct from the Namibian Police that is not older than six (6) months.
  • NB: Preference shall be given to Namibian Citizens. Successful candidates should have no criminal record or a valid employment misconduct or dishonesty record. All appointments will be vetted in line with BIPA Policies.
